I have attempted a bisect but there are so many new and transient issues along the way that I have had to give up. After that though every single attempt failed with a new "Function failed" message no matter which version of Wine I tried to use (while bisecting). I can't see that being an issue with Wine but something very wrong with Ubuntu. In short: I cannot run a regression test. It's impossible. Native allows streams to be created with names that exceed the maximum length allowed by OLE storages. These streams can be used normally, it's just not possible to commit such a database.
