[Bug 25268] New: chm help viewer broken again

For instance, publish or perish shows the help chapter tree, but the help pages are blank. LTSpice (with the -nowine option) does the same. I can however restrict the search a bit for people who might be able to do it. A bug was opened on 10/9 on this as in 1.3.2 help was blank On 18/9 the bug was confirmed. On 1/11 it was realized that the current wine was not having the issue any more.
