Next Step is:
Move AddPrinterW to localspl
Then update [OpenPrinter|ClosePrinter] to use the Monitor
(OpenPort and ClosePort)

Remaining Steps:
[StartDocPrinter /  EndDocPrinter] by using the Monitor
[StartPagePrinter / EndPagePrinter] by using the Monitor
[ReadPrinter|WritePrinter] by using the Monitor
