No, it's not the same bug. Read bug 23842 comment 39 and bug 23842 comment 40.
As I get this, the "missing characters bug" could be caused by a real wined3d deficiency (such as the one fixed by Henri with commit 5f2fcfdd6b3b7ab9c15d2c450a87527d13d144c8) but also by a driver problem, and Catalyst 10.7 drivers are affected (bug 23842 comment 25 to 30). I strongly believe this is the same bug as bug 23842 and ATI drivers are the culprit here, as everyone confirming the bug has Catalyst drivers version 10.7. The different fonts seems not to be affected in the same way. The smaller the font, the more missing/displaced letters. You can also see that it is the individual letter display the same error where they are rendered. Ubuntu 10.4, Wine 1.3.1, Ati Radeon HD 4850, ATI Catalyst 10.8 adding nopat to my kernel line in /boot/grub/grub.conf didn't change anything. adding nopat to my kernel line in /boot/grub/grub.conf didn't change anything. Fonts are still garbled.
I believe editing grub.conf directly won't work in recent versions of Ubuntu. It gets overwritten on reboot. To add nopat to grub, open a console and edit /etc/default/grub sudo nano /etc/default/grub Change the line: GRUB_CMDLINE_LINUX="" to GRUB_CMDLINE_LINUX="nopat" Save and exit, then run: sudo update-grub Adding nopat to grub this way worked for me ATI catalyst 10.7 and 10.8 (tried both, they both work) ATI 5750 Wine 1.3.1 Kernel 2.6.32-24 Ubuntu 10.04 (64-bit) If that doesn't fix it, perhaps the workaround only works for 5000 series cards? Ubuntu 10.4, Wine 1.3.1, Ati Radeon HD 4850, ATI Catalyst 10.8
adding nopat to my kernel line in /boot/grub/grub.conf didn't change anything. Fonts are still garbled.
I believe editing grub.conf directly won't work in recent versions of Ubuntu. It gets overwritten on reboot.
To add nopat to grub, open a console and edit /etc/default/grub sudo nano /etc/default/grub
Change the line: GRUB_CMDLINE_LINUX="" to GRUB_CMDLINE_LINUX="nopat"
Save and exit, then run: sudo update-grub
Adding nopat to grub this way worked for me
ATI catalyst 10.7 and 10.8 (tried both, they both work) ATI 5750 Wine 1.3.1 Kernel 2.6.32-24 Ubuntu 10.04 (64-bit)
If that doesn't fix it, perhaps the workaround only works for 5000 series cards? Can anyone with a 4000 series confirm if the nopat workaround works?

It disables using the page attribute table for cache control of memory mappings, just using the (more coarse) MTRRs instead. For a more extensive description see e.g. http://www.intel.com/Assets/PDF/manual/253668.pdf, chapter 11, though I imagine you'll find it fairly technical. I guess the fact that nopat helps implies fglrx messing up cache control for some memory mapping, e.g. for a buffer object for a texture resource or color buffer. I think it affects also AMD processors since I have a Phenom X2 560 CPU and starting the kernel with the `nopat' option fixed the missing letters issue so far... I use the ATI (hd 5570) fglrx driver (10.9).
