Confirming; i was able to start the app with native comctl32:
WINEDLLOVERRIDES="comctl32=n" wine "c:\Program Files/2nd Story Software/TaxACT
2005\TaxAct05.exe"
(comctl32.dll taken from a XP installation)

So somehow must be a bug in comctl32
