It should point to the Severity list: “Severity This field describes the impact of a bug. blocker Blocks development and/or testing work critical Critical problem that prevents all applications from working” and so on... I assumed this would be an easy change but I cannot find the code in the Bugzilla git that does this. Even if I could find it, the page uses a mix of <a name='bug_severity'> and <dt id='bug_severity'> for different parts of the page, the former being deprecated.
