[Bug 1200] list view not drawn correctly

It looks like each line is being over-written as soon as it has been drawn. This problem goes away if I use the native (win98) comctl32.dll I'm using the CVS tarball of 19 Dec 2002. This looks like a duplicate of bug 1033. This was returning values that were off by one row.
