The WINEPREFIX was just newly created and is not customized by anything.

Take this one from the page of the lcc-compiler: Windows API documentation http://www.cs.virginia.edu/~lcc-win32/win32hlp.exe This is a setup-program which copy the compressed hlp-file to a folder you will have to choose. I tried with other hlp-files, but they also failed.
FYI, the tables are still badly rendered in winhlp, so don't hold your breath on this one. however, the uncompress3 overflow errors have to be fixed
I was searching for something in the 'Win32-API doc' and so I did discover this bug.
