The text box at the upper left of the window should show two lines of text. Running under Wine, it's only one line high and the scroll buttons at the right side consequently appear squashed. Run stellar2.exe. It was on a compilation CD-ROM of shareware programs. Still valid wine 2.0-git and staging 2.0.
