[Bug 12004] New: foobar2000-0.9.4.4 toolbars not adjustable/moveable

It does not occur with <=0.9.55 (but I think I saw this using much older versions, so it might be a regression). Toolbars cannot be adjusted in size or position or placed beside each other. Something about my profile got messed up when upgrading wine. All toolbars are on its own line now, using up the full line width regardless of the size of the toolbar. I cannot drag them to another position. If I create a clean profile, everything works as it did before. Not bad, but not optimal either. However, (in >=wine-0.9.55 and probably older versions) the toolbars are only adjustable horizontally and cannot be dragged to another position (like below or above another toolbar). Since it has never worked before, I took the liberty to reduce this bug's severity to enhancement. It would be nice to see this implemented at a later date. Still present in wine-1.1.32-402-gde00535, giving the following fixme multiple times when trying to drag the toolbars around:
fixme:rebar:REBAR_MouseMove Cannot drag to other rows yet!!
