I had the same issue in wine-1.3.1 on a 4 core i870 laptop. The game started
fine once I created ~/Command and Conquer Generals Data/Options.ini containing
this:
IdealStaticGameLOD = Low
StaticGameLOD = Low


Currently my ~/Command and Conquer Generals Data/Options.ini contains (note the
custom high resolution):

AntiAliasing = 
DrawScrollAnchor = 
GameSpyIPAddress = 192.168.0.1
Gamma = 58
IPAddress = 192.168.0.1
IdealStaticGameLOD = Low
LanguageFilter = false
MoveScrollAnchor = 
MusicVolume = 55
Resolution = 1920 1080
SFX3DVolume = 79
SFXVolume = 71
ScrollFactor = 50
SendDelay = no
StaticGameLOD = High
UseAlternateMouse = no
VoiceVolume = 70
