Your wine version is too old and unsupported, when reporting bugs try to always test in the latest development version of wine (currently 1.9.17) or at least the stable (currently 1.8.4).
I installed 1.8.4 the error has changed to ther serial number is missing or incorrect. please re-install doublecad. this is a free verison I use in windows for some 2d cad drawings. was hoping to get this to work in wine. I used fresh prefix. After installing the program I do get the same error message.
