new exe opens up file menu programatically

This sends an ALT-F to notepad instead of ALT-O (didn't realize there was no
Format menu in Wine's notepad.exe)

The problem only occurs when a VK_LMENU is sent, and works fine when VK_MENU is
sent instead.
