It looks like by specifying WINEARCH=win32 all works fine. As attachment the log when tryng to open winecfg on a non-existing WINEPREFIX. Does not looks like it is a wine problem itself, as rolling back to know-working is still broken, but a combination with something else, I know there have been a kernel and systemd update and some more stuff. Check if gst-editing-services package is installed on your system/distro. There's an issue with it causing prefix hangs:
