you might be able to work around the exception by copying it in place.
I gave it a go but the application claims that the file is corrupt, deletes it, tries to create a new one, and fails in the same way. user.config is an XML file (and it's not corrupt) so I thought I'd give msxml{3,4,6} a try... didn't help. -- Do not reply to this email, post in Bugzilla using the above URL to reply.
