I can't reproduce this. Sound works fine for me in Mafia II on Wine 1.7.36.
The game has two types of cutscenes: 1. pre-rendered cutscenes (files with .bik extension), like the video starting with the 2K Games developer logo when you start a new game. Voice-over is working properly in these videos. 2. cutscenes rendered in real-time, like the one beginning with the lines "Operation Husky: I was assigned to the 504 Parachute Infantry..." in the beginning of Chapter 1. I have the missing speech issue in those cutscenes. I have this problem only when using pure ALSA (without Pulseaudio).
