[Bug 2159] QuArK 6.3.0 regression: Python "ValueError" when creating/loading map

The python backtrace shows an exception in the same location, but the ValueError is slightly different. The last time that I looked into this (over a year ago), it looked like CompareStringW() was changed from a mindless strcmp() to an intelligent, Unicode-aware comparison. I don't know enough about Unicode collation to tell where the bug is.
