Dan, the install problem might be the same as in bug
http://bugs.winehq.org/show_bug.cgi?id=8164, as i see there's call to
GetFileSecurity just before the problems start.

Could you try if reverting
http://www.winehq.org/pipermail/wine-cvs/2007-April/031976.html solves the bug?
