Not only for self-building but also for mirroring this repository. Without the source it's impossible to copy the packages to a local repository without violating the GPL terms. Our use case is a Debian derivative where we would like to offer these packages from our own repository to have control about when to update to a new version. As this is a public project we have to offer source along with any binaries we provide. The steps on how to build from the wine-packaging repository misses a step to download the actual sources.
