On clean wine, without net1.1 installed and also using winetricks with net1.1 on a clean wine, the install terminates quickly. Apparently it gets further using native oleaut32, but i used V17 trial from downloadsite. Yes. error: OS check failed RSLogix16 wine: wine-1.5.0-241-g997be9c If I install vcrun6 and setting oleaut32=n, install gets much further than previously.
