[Bug 3504] Cyrillic input ignored in "ru_RU.utf8" locale

Everything works OK if LANG and LC_ALL variables are set to "ru_RU.cp1251" for 
WINE. Eg.:
$ LC_ALL="ru_RU.cp1251" LANG="ru_RU.cp1251" wine "C:\Program Files\My\App.exe"
