When you tried to reinstall, was it to a clean wineprefix? If not, try that.

From what I understand libcef is part of the Chromium Embedded Framework and, correct me if I am wrong, but recent updates to the CEF have rendered it incompatible with Windows XP and Vista.
Only reason I am saying this is because GOG Galaxy also uses the CEF and it dropped support for Windows XP and Vista precisely for the reason I mentioned above. I downloaded old version of Spotify (Spotify 1.0.32.96) and get the same crash as in comment 1, when windows version set to Windows 2003.
