When playing Flight Simulator 2000 has flickers and performance issues when
rendering the 3D world with a 2D instrument panel

This regression has a bit of history because there are multiple regressions
that happened:

1. Versions before e5e2fd0a5209b0d07233d294e0ace5f1e41dfed5 work fine
2. After that commit, the game was rendering a pure black 3D view when playing
in "windowed" mode
3. Between e5e2fd0a5209b0d07233d294e0ace5f1e41dfed5 and now, there was a change
that made the game actually render "correctly", but with a lot of flickers and
performance issues. (I haven't had the time to bisect what commit fixed the
black screen and started causing the flickers and performance issues)

One curious thing that I found is that, when playing the game in full screen in
older Wine versions, even versions that does not contain the regression, if you
put the game in fullscreen the game renders, albeit when using the default view
(the one with the 2D instrument panel) it has the same slow downs that are
present in the newer Wine versions when playing in windowed mode with the
default view. So maybe the code path is related?

There is also a maybe related regression, where the game also does not work in
full screen in newer versions.

The game does not work with any of the graphic wrappers I've tested (D7VK and
dxwrapper).

Attention: When testing FS2000 via Wine, you must set the Windows version to
Windows 2000, if you don't, the game will crash with an assertion error!
