While installation time it tell the message "You must restart your computer to complete the installation. Setup will automatically continue after your computer has restarted" if click on restart the computer nothing is happen and installation is stop. In windows it automatically restart and resume the installation of an application. That alone makes the bug report invalid besides using an outdated Wine version. Also the restart issue is not an issue. Just because the restart of the installer user-interface doesn't happen doesn't mean Wine is at fault here. There is no "automatic" restart/bootstrapping of the prefix by design.
