winecfg, wine's notepad, don't open
clean wineprfix
wine 4.21 does not have this issue

export a new wineprefix
run either wineboot or winecfg

I'm not sure, what caused this in the first place, but I can't seem to
replicate it now, so therefore I'll close this.
