Simtel, bless their reincarnated soul, has switched to an awful
mandatory download helper scheme which doesn't work with wine.
It seems to need javascript / mshtml integration.

Found while looking into bug 10087.

Doesn't look like that installer's around anymore. Your link is dead, and the
other bug's link downloads a zip file with the executable.
