If the file is renamed/removed, installation catches the same problem with '/lib/udev/rules.d/60-libsane1.rules'. If this file is renamed/removed as well, wine installs successfully. It's a bug in the packaging of libsane1 in Ubuntu, which cause a conflict if you install libsane1 for both i386 and amd64 architectures. See: https://bugs.launchpad.net/ubuntu/+source/sane-backends/+bug/1725928 You can also find a workaround there.
