That should be bug #8354. The problem arises if you work around that bug either by 1) setting MouseWarpOverride to 'disable' or 2) using native dinput/dinput8 dlls In either case the mouse pointer is moving fine but mouse clicks don't register in the game, making it impossible to get past the main menu.
