Users are not terribly impacted since there's always a "Direct Download Link" in small print (right below the main download link) which lets you download the file directly without the download manager. But most people don't see that, and it'd be nice if wine could handle the silly download manager. Currently wine puts up the download manager GUI, but doesn't let you click through all four steps of its wizard; it just doesn't respond to mouseclicks. I completed all the steps, even run the program installed.
Sounds fixed for me. Also could have been dupe.
