One could theoretically implement a userland "kernel address space" emulation (page faults to trap accesses and emulate them where necessary or use a helper kernel driver) but that's currently out of the scope of Wine. File a new bug if you want ntoskrnl.MmMapIoSpace() implemented but it will probably stay a long time.
