[Bug 16137] New: If a Linux window is set to On Top, it will not be able to be on top of a Wine window set on top

So I right clicked on my Open Office window and set it to "Always on Top". The Gnome window would not go over the Wine window even if the Gnome window was set to Always On Top. Also note that "full screen" windows are higher priority then "always on top".
