apt 1.8.0~alpha3 (amd64)

xfce(a)ryzenpc:~$ cat /etc/apt/sources.list | grep wine
deb https://dl.winehq.org/wine-builds/debian/ buster main
deb-src https://dl.winehq.org/wine-builds/debian/ buster main

xfce(a)ryzenpc:$ apt list wine-staging
Listing... Done
wine-staging/testing 4.0rc7buster amd64 [upgradable from: 4.0buster]
wine-staging/testing 4.0rc7buster i386

You need to use the 4.0buster version for each wine-staging package to upgrade
from rc7.
sudo apt-get install wine-staging=4.0buster

Problem is in  the wine-staging server. Please check.

The problem is not on the server. The problem is that your package manager
thinks 4.0-rc7 is newer than 4.0, and by default it will only install the
newest package unless you explicitly tell it to install a different version.
There is nothing we can do about that. The problem will disappear (until next
year) once 4.1 is out.
