Ok, I doubt 1.1.40 will help with toolbars. Ok, it works with native comctl32 I suppose? I tried native comctl32. But the problem did not disappear. I didn't use winetricks. Toolbars are not moveable it seems. I'm currently using wine 1.1.43. Yes, same issue with wine 1.7.18. Perhaps, some problems of calculation for pads around the icon separators or separators are wrong themselves. Unfortunately it is not possible to grab and move toolbars when Proteus is run in wine as it is meant to be, but it is possible to edit the registry and achieve the same. Proteus must be closed when editing. This is tested with a legitimate copy of 6.9SP5, 7.7SP3 and 8.6SP3.
