I can confirm under wine 0.9.40, ubuntu feisty.

Steps to repeat:
$ wget http://palmone.r3h.net/downloads.palmone.com/dt303.exe
$ wine dt303.exe
Complete installation...
$ cd .wine/drive_c/Palm
$ wine palm.exe
Click on address button on left.
Press ctrl + n to input a new address, or go to 'Edit' -> 'New address'.
view buggy graphics.
