The application immediately crashes on startup.

I can provide terminal output, but I don't know what WINEDEBUG flags to use.

Thanks for the detailed bug report. I've pushed a more complete implementation of SetFileCompletionNotificationModes in https://github.com/wine-compholio/wine-staging/commit/dd324a1b34afd0440e9041...
