Arcanum's installer never asks for CD2. It apparently only installs what it finds from CD1, says it's done, some backtrace gets printed to console and the game wont launch. Workarounds include using Windows installation, manually extracting required files from CD2 or installing with Cedega. Similar installation issues pointed out in appdb as well. The game was done in 2001 or so, and the vendor page seems offline; a fan site remains, http://www.terra-arcanum.com/sierra/ It can be bought used at half.com or ebay.com, I think. Is this still an issue in current (1.0-rc4 or newer) wine?
Yes, it is. Just tried it yesterday and it never asks for the second CD. My attempt to install the game failed because SETUP.EXE searches for a file which is on the second disk on the first disk. However, if I merge the content of both CDs on my hard drive and install the game again, it works. How can we determine if this is a setup or wine issue?
See if the same thing occurs on windows or not :-). Does this still occur in 1.1.43 or newer wine? It still occurs in Wine 1.3.0. Please change state of this bug to confirmed.

The problem you are seeing is either the result of: 1) you start the installer as first process which directly triggers the creation of a new WINEPREFIX or 2) the installer triggers an update of an existing WINEPREFIX (due to Wine upgrade) with dosdevices drive symlink not existing yet: In both cases the drive dosdevices symlink doesn't exist yet hence the bootstrapper installer process working directory will always be 'Z:\\' based (and have 'fixed drive' property).
