I can isolate up/down scrolling specifically by using edge scrolling (trackpad) or connecting a mouse, and the skipping doesn't occur. Attached is a log running the program and observing the skipping with WINEDEBUG=trace+cursor; button 4 is either up or down while button 6 is either left or right.
