To reproduce: Menu "Ansicht" -> "Optionen" (guessed Translation: "View" -> "Options") The missing Property-Sheet is present and works with a native "url.dll" (from the same SP). I extracted it manually with cabextract then ran it. url.dll is in the cab file, so this works out of the box.
