Setting up secure connection to tls 1.3 servers fails. The simplest
reproduction case is:

wine iexplore https://tls13.crypto.mozilla.org

When running this a fixme log concerning an unknown protocol is logged
(attached). The underlying gnutls library on my system (3.6.4) does support the
protocol (test with gnutls-cli tls13.crypto.mozilla.org).
