Not scroll bar
If folder contain files more than one page . The files in second pages isn't shown correctly !!!
So , Not all files will be available to use in ( open ) window .

You must run wine in Arabic session to full understand .
I've run wine with: LANG=ar_AE winecfg and can see the problem. Per comment 4, anyone can test this by running LANG=ar_AE winecfg. Yes, it's still an issue in 1.9.21.
