Open it in wine notepad. Scroll down the window by DRAGGING the scroll handle. Around the end of file (~10 pixels on a 800px window), scrolling bugs out and stops while the window shows the top of the file. Scrolling back towards the top "fixes" it. Perhaps the connection is that when a lot of lines are wrapped the vertical size of the document becomes much larger and thus it somehow triggers the bug in Wine. If this is true it would probably mean that trying significantly larger files would also cause the bug - even without word wrapping - as they may trigger the bug due to their huge vertical size.
