There are other bugs open about Fallout 4 not working. It doesn't help a bit to open new ones before they are fixed. You are just making this report dupe of the existing ones. Start a new shell, ctrl+alt+f1 or soem other f-key. login, type wineserver -k or type alt+f2 and type wineserver -k. That should prevent the need of reboot.
