I generated the "wine-user.html" from CVS tree. The keyboard section indicated I
would find languages constants in "include/winnls.h".

But, in wine source root directory, command
---
find . -iname "*\.h" | xargs grep "define" | grep "LANG_"
---
gives include/winnt.h for the definition of "LANG_*" and "SUBLANG_*" constants.
