After retry I saw lots of fixme:nls:CompareStringEx semi-stub behavor for flag(s) 0x10000000 lines I searched CompareStringEx from wine source code and I found this http://source.winehq.org/git/wine.git/blob/e3997294621471a077480787e8961a453... and there is a comment /* 0x10000000 is related to diacritics in Arabic, Japanese, and Hebrew */ Exactly the thing that console is spamming when I am trying to run the program. I have once seen the program drawn a window, which was basically just empty.
