This popup is occasionally behind the main application and gives the impression that the main application is not responding.
As explained earlier - some applications actually checks the result of whether launching htmlhelp is successful or not - in this case, the check is more annoying than the problem, because the check requires the user to acknowledge it before the application can be used again.
