patch with stub for CoRegisterActivationFilter.

This was reported at the forum: https://forum.winehq.org/viewtopic.php?t=42575

Crash:
Unhandled exception: unimplemented function
ole32.dll.CoRegisterActivationFilter called in 64-bit code (0x006fffffc4e36a).

The attached patch with stub for CoRegisterActivationFilter is enough to work
around this crash. Will send upstream.
