Tested with latest git and the same. Tested with 1.1.11 and it installs fine. The French website links to the same download, US English. The sha1sum I got previously must have been a failed download. The sha1sum is the same no matter which language you choose (I didn't check every one) and the installer is in English. Nonetheless, my locale is en_GB and the installer still fails (with latest git). In 1.4-rc2, the Silverlight 4 installer that I tested previously still fails, and the workaround in comment 23 does not work.
The workaround should work again, there was a regression in shell32 which is fixed now.
