This is usually also supported in X sessions (like KDE or GNOME). But it does not work if the game "Civilization 4" was started in full screen mode. How much has this behaviour got to do with an option "Managed windows using X11"? What do you mean? Did you disable that option?

That comments states that pressing Alt+Tab leads to a crash, not that switching to another window doesn't work. If you can't switch to another window report that to your WM developers, Wine doesn't control that.
