The fact that this bug has been around so long is a bit insane.

Simplified testcase:
Write a program with the following WM_SETCURSOR handler:
  SetCursor(NULL);
  return TRUE;

On Windows XP, that hides the cursor over the window; on Wine, it doesn't.
