What video card and driver are you using? PoL is not supported here, you should install and run the game (via Steam) using plain Wine, otherwise your bug report will be invalid. I also have the Steam version of Sid Meier's Pirates!, but the game starts without problems here on Fedora 17 (32 bit), Nvidia gfx card with the proprietary driver 295.59.
